ANO Yenisei Siberia Development Corporation is a specialized organization for attracting investments and working with investors in the Krasnoyarsk Territory in accordance with the Decree of the Government of the Krasnoyarsk Territory dated 05/20/2022 No. 445-p and the Law of the Territory dated 07/11/2019 No. 7-2919 "On Investment Policy in the Krasnoyarsk Territory". Using this service, you can send your opinions, suggestions, and suggestions on the development of investment activities in the Krasnoyarsk Territory and ensuring a favorable investment climate in the region.

In accordance with the Federal Law on State Support for Entrepreneurial Activity in the Arctic Zone of Russia, the Ministry for the Development of the Far East and the Arctic and the Government of the Krasnoyarsk Territory have signed an agreement on the transfer of functions to the management company ANO Yenisei Siberia Development Corporation.

On August 28, 2020, a package of federal laws on state support for entrepreneurial activity in the Arctic zone of the Russian Federation entered into force. Thanks to the adoption of a package of laws, the Russian Arctic is becoming the largest economic zone in Russia and the world with a single set of tax and administrative preferences. Obtaining the status of a resident of the Arctic zone of the Russian Federation is established by Federal Law No. 193-FZ dated July 13, 2020 "On State Support for Entrepreneurial Activity in the Arctic Zone of the Russian Federation". As part of the application for the status of a resident of the Arctic zone of the Russian Federation, an Investment Portal for the Arctic Zone of Russia has been developed, as well as an investor's office through which the applicant will apply for the status.

The mechanism for obtaining the status of a resident of the Russian Arctic:
• Formation of a set of documents for the application.
• Submission of the application and documents.
• Conclusion of an agreement and inclusion in the register of residents of the Russian Arctic.

A person intending to obtain the status of a SEZ resident submits an application to the Government of the Krasnoyarsk Territory for the conclusion of an agreement on the implementation of activities.

The application must contain the following information:
• about the applicant's alleged activities in the SEZ;
• about the state and (or) municipal property necessary for carrying out the applicant's activities;
• about the area of the land plot required for carrying out the applicant's activities;
• the estimated amount of investments and the estimated amount of capital investments during the period of the applicant's activity in the SEZ, including the amount of capital investments within three years from the date of the conclusion of the agreement on the implementation of activities;
• the amount of the required connected capacity of the applicant's energy receiving devices, as well as the types and volume, the planned amount of the required connected load in relation to the necessary resources (including cold and hot water, mains gas and thermal energy) used to provide heat, gas and water supply services, and other resources; necessary for the implementation of industrial and production activities.

The applicant shall attach the following documents to the application for the conclusion of an agreement on the implementation of activities:
• copies of the constituent documents (for legal entities);
• a business plan, the form of which is established by the federal executive authority authorized by the Government of the Russian Federation;
• a copy of the certificate of state registration of a legal entity or individual entrepreneur;
• a copy of the certificate of registration with the tax authority.

To obtain the status of a resident of TOSER Zheleznogorsk, it is necessary to submit an application in the prescribed form and a business plan in the prescribed form to the management company.

The application must be accompanied by:
• Copies of the constituent documents.
• A copy of the certificate of state registration of a legal entity.
• A copy of the certificate of registration with the tax authority.
• Accounting statements for the 3 years preceding the application date.

On the territory of the Krasnoyarsk Territory there is a special economic zone of the industrial and production type "Krasnoyarsk Technological Valley", the territory of advanced socio-economic development "Zheleznogorsk" and the Arctic zone of the Russian Federation. An application to the Russian Government for SEZ status for the SEZ "International Transport, Logistics and Production Hub based on Krasnoyarsk and Cheremshanka airports" is also currently being prepared.
