Businesses will be able to obtain SEZ resident status 3 times faster

The Federation Council approved a draft law on improving the regulation of special economic zones (SEZs), according to which it will be possible to become a resident of the SEZ in 15 days instead of 40, or in 5 days in the case of import-substituting cooperative projects.
The document was developed by the Ministry of Economic Development of Russia and is aimed at optimizing the SEZ creation and management scheme, as well as simplifying investors' obtaining resident status.
"Instead of voluminous business plans, investors will submit a short project passport and a financial model with an application for resident status. We are introducing a mechanism to support import substitution and industrial cooperation in the SEZ – a joint production agreement. Its conclusion will allow investors to obtain resident status even faster – in 5 days instead of 15. Also, under the agreement, suppliers who sell products in the SEZ using the free customs zone will be exempt from VAT," said Dmitry Vakhrukov, Deputy Minister of Economic Development of Russia.
The deputy minister also stressed that this increases the level of responsibility of investors: "A resident will be able to buy land only after fulfilling the terms of the agreement on the implementation of activities. The lease agreement with the investor introduces the procedure for disposal of unfinished facilities in case of loss of their status by the resident. This will not be a burden for a conscientious and responsible investor, but it will raise the overall quality and level of projects being implemented."
Recall that in Krasnoyarsk, in accordance with the decree of the Government of the Russian Federation dated December 29, 2020, a special economic zone "Krasnoyarsk Technological Valley" was created. The purpose of the investment project included in the Yeniseiskaya Sibir CIP is the creation of new facilities for deep processing of aluminum, the development of manufacturing industries and other industrial activities in the Krasnoyarsk Territory. Currently, five companies have received the status of residents of the Krasnoyarsk Technological Valley SEZ: Henkon Siberia LLC, Spetstechnomash JSC, Siberian Aluminum Discs LLC, Fabrika Fenix LLC, Siberian Profile LLC.
