Tools for supporting the country's strongholds were discussed during the plenary session of the Russian Stronghold Cities Forum in Minusinsk. The event in the southern capital of the region became the first federal platform where the development of key municipalities for Russia is discussed.
The Russian Government, on behalf of the President of the country, is forming a new national project "Infrastructure for Life", which will include the comprehensive development of support settlements, as well as measures for housing and road construction, the formation of more comfortable living conditions for citizens of the country, the modernization of housing and communal services, and the provision of modern public transport. The list of such settlements should be submitted to the Government of the country by the end of August by the Ministry of Economic Development, the Ministry of Construction and the Ministry of Agriculture.
Dmitry Vakhrukov, Deputy Minister of Economic Development of the Russian Federation, said that the Ministry of Economic Development is developing a new strategy for Russia's spatial development. A document that establishes the general logic of space management and sets territorial priorities for industries, national projects, and state programs. According to him, the system of support settlements is an important component of both the new strategy and the new national project "Infrastructure for Life".
Dmitry Vakhrukov, Deputy Minister of Economic Development of the Russian Federation: "In August, the list of reference cities will be approved, and work on its integration into national projects will begin. The list includes 2,300 settlements, including rural settlements. At the same time, the list will be monitored and adjusted if necessary."
First Deputy Minister of Construction and Housing of the Russian Federation Alexander Lomakin: "It is important that the leaders and city teams, residents began to think about the strategy for the development of settlements, about how cities will live in five, ten years. I can say that this work was carried out in a timely manner. At the federal level, a new national project "Infrastructure for Life" is currently being developed, which implies an integrated approach - it includes the creation of new jobs, and the construction of social and cultural facilities, recreation areas. One of the tasks in the formation of a new national project is precisely the selection of reference settlements, the development of master plans for some of them. Of course, various support measures will be used for their development, for example, the tools of the "infrastructure menu" and the integrated development of territories."
The governor of the region, Mikhail Kotyukov, stressed that improving the quality of life of people is one of the key tasks of creating a network of support cities in the country. The support of the territories is designed to unlock their economic potential, create a new infrastructure in demand by people.
Governor of the Krasnoyarsk Territory Mikhail Kotyukov: "Today, the main city in the Krasnoyarsk Territory is a territory that works not only for the residents of its city, but also solves many problems of the surrounding areas. Therefore, the programs of the support cities should be based on the development of the economic component, support for modern and high-tech industries. At the same time, the territories themselves should not only create jobs for people, but also be comfortable to live in. In this work, the main cities across the country will actually serve as pioneers. Then, of course, other territories will be included."
