The development of the regions of the Siberian Federal District for the period up to 2035 and the implementation of priority investment projects were discussed at a meeting chaired by Deputy Prime Minister Dmitry Patrushev and Presidential Plenipotentiary Envoy to the Siberian Federal District Anatoly Seryshev.
Mikhail Kotyukov, Governor of the Krasnoyarsk Territory and Chairman of the Council of the MASSES, took part in the event via videoconference.
Authorized Representative The President in the SFO Anatoly Seryshev: "Today, the district is a support for a geopolitical turn to the east. It is also a space where scientific, industrial and natural resources are concentrated, which contribute to Russia's global competitiveness."
According to the plenipotentiary representative, regional and federal authorities systematically and consolidatively carry out joint work, in particular within the framework of the Socio-Economic Development Strategy of the Siberian Federal District until 2035 and its implementation plan.
In his speech, Mikhail Kotyukov noted that the Krasnoyarsk Territory is traditionally among the top ten donor entities that form the revenue side of the federal budget. The region has consistently high results in key macroeconomic indicators such as industrial production, investment volume and GRP. Despite the difficulties of recent years, the region's economy feels confident. In 2023 and 2024, the volume of GRP is estimated at 3.7 trillion and 4 trillion rubles, respectively. This will account for more than a quarter of the economy of the SFO as a whole. The implementation of the largest investment projects provides the basis for the socio-economic development of the region.
Governor of the Krasnoyarsk Territory Mikhail Kotyukov: "By the end of 2023, the volume of investments amounted to 926 billion rubles – this is the 7th place in Russia. We expect to overcome the psychological mark of 1 trillion rubles this year. Since 2020, investments in the region have increased by more than 40%. The prospects for the development of the region are associated with the continuation of the implementation of large investment projects. Currently, work is underway on 39 such projects with a total investment of more than 14 trillion rubles by 2030. They envisage the creation of more than 100,000 new jobs. These projects form about 70% of the investment portfolio of the Siberian Federal District."
During the meeting, the heads of the subjects of the SFD presented proposals aimed at resolving existing difficulties and ensuring the progressive integrated development of the entire district. At the site of the plenipotentiary's office, these proposals will be combined and, after consideration, sent to the Government of the Russian Federation.
Summing up the meeting, Dmitry Patrushev outlined a number of priorities. It is necessary to audit investment projects implemented within the framework of the Strategy for the Socio-economic Development of the regions of Siberia until 2035 and send them to the Ministry of Economic Development of the Russian Federation. In addition, the Deputy Prime Minister took the initiative to reflect projects of curation and individual development programs in the Strategy.
The Yenisei Siberia Development Corporation has been designated as a specialized organization for attracting investments and working with investors in the Krasnoyarsk Territory. Today, the Corporation is accompanied by 254 investment projects totaling 3 trillion rubles, of which 27 initiatives are included in the Yenisei Siberia KIP.
