This was announced by Artyom Shadrin, Director General of the National Agency for the Development of Qualifications, speaking at an expert session organized jointly with the Association of Innovative Regions of Russia (AIRR). During the event, the proposals and practices of the AIRR participating regions on the development of human resources in priority sectors of the economy were discussed.
According to Artyom Shadrin, in the Krasnoyarsk Territory, as part of the pilot project, up to 70% of educational programs of educational institutions have been adapted to the requests of key employers. Sergey Selyunin, Deputy Head of the Labor and Employment Agency of the Krasnoyarsk Territory, stressed that the synchronization of educational programs with investment projects of large companies helps to cover their staffing needs faster.
In addition to the example of the Krasnoyarsk Territory, the Director General of the National Agency for the Development of Qualifications presented other programs for the development of human resources. The agency maintains an open database of best practices in the organization of educational programs, shared examples of projects implemented by enterprises in cooperation with colleges and universities.
At the moment, the AIRR has formed a number of proposals to address the problems of imbalance in regional labor markets. The most acute of them is the continuing shortage of personnel in the field of information technology, despite the large set of measures taken.
Director of AIRR Alexander Smekalin: "Currently, every second specialist in the IT industry is missing, despite all measures of state and regional support. We have prepared and submitted for consideration at the federal level a proposal to transfer part of the authority to train IT personnel from the higher education level to the secondary vocational training level, which, in our opinion, will significantly affect the efficiency of training and the state of the market."
