An agreement was signed between the Yenisei Siberia Development Corporation and the administration of the Taimyr Dolgan-Nenets Municipal District of the Krasnoyarsk Territory. The purpose of the agreement is to create favorable conditions for the development of investment activities carried out in the form of capital investments, as well as the formation of a unified approach to the support of investment projects, taking into account the introduction of the municipal investment standard in the Krasnoyarsk Territory.
The Taimyr Dolgan-Nenets municipal district of the Krasnoyarsk Territory belongs to the territories of the Arctic zone of the Russian Federation. Currently, 31 residents are implementing their investment projects in the Arctic zone of the Krasnoyarsk Territory, and the total amount of declared investments is 4 billion rubles. These are both individual entrepreneurs and legal entities who are engaged in various sectors of the economy of the region, such as tourism, services, construction, food, mining, etc. The functions of the management company for working with residents of the Arctic zone in the Krasnoyarsk Territory are performed by the Yenisei Siberia Development Corporation.
As the head of the Taimyr Dolgan-Nenets municipal district Alexey Members noted, the economy of Taimyr is focused on the extractive industry, which accounts for 62%. The peninsula contains significant forecast resources of hydrocarbons and solid minerals, which determines the investment interest of the area.
The head of the Taimyr Dolgan-Nenets municipal district Alexey Members: "The signing of an agreement with the Yenisei Siberia Development Corporation will contribute to improving the investment climate, thereby attracting additional funds to the territory's economy. This will, first of all, improve the quality and comfort of life for Northerners, ensure their employment, creating new jobs and developing entrepreneurial activity in the municipal area. Attracting investors is also an assistance in the development of the traditional economic sector of the indigenous peoples of the North (reindeer husbandry, fishing, hunting), contributing to the preservation of the culture of indigenous peoples. Also, the construction of housing, social facilities, and modernization of housing and communal services facilities will continue on the territory of the municipal district, which is a priority for the district government."
The municipal investment standard is the minimum necessary set of requirements for the support of investment projects in municipalities in accordance with the recommendations developed by the Ministry of Economic Development of the Russian Federation.
It was developed taking into account the best practices of municipalities in supporting investment projects and should form a unified approach to organizing systematic work in this direction.
Recall that in 2023, five main elements of the regional investment standard were introduced in the Krasnoyarsk Territory: a specialized organization for working with investors, the Yenisei Siberia Development Corporation, works in the region, where investors are accompanied at every stage; an Investment declaration has been developed that contains a strategy for the development of the region; an Investment portal with information on the territorial planning of the region, the resource base infrastructure, support measures and tariffs; a Set of investment rules of the region has been developed – a set of specific optimized procedures governing the receipt of a number of services by an investor; an Investment Committee chaired by the Governor of the region operates, where controversial issues are promptly resolved.
