Today, 32 residents are implementing their projects in the Arctic zone of the Krasnoyarsk Territory. As a result of the projects, more than 600 jobs are being created. The functions of the management company for working with residents of the Arctic zone in the Krasnoyarsk Territory are performed by the Yenisei Siberia Development Corporation.
Norilsk is actively implementing a comprehensive plan for the development of the city until 2035. Therefore, projects aimed at creating production facilities for building materials and providing landscaping services are relevant.
The Severmetallstroy company, with the status of a resident of the Russian Arctic, launched in Norilsk the production of rubber coatings from rubber chips obtained during the disposal of tires. The company became the first resident of the Russian Arctic to be included in the register of legal entities engaged in the disposal of waste from the use of goods. The company's products are now used in landscaping in Norilsk, including kindergartens. The AZRF resident invested 38.6 million rubles in the project and created 10 jobs. Preferential property and land tax rates, subsidizing 75% of insurance premiums for newly created jobs for 10 years and others help to develop the company's business.
In Norilsk, the demand for asphalt concrete has increased dramatically in recent years, it is especially important in the conditions of the north to provide sufficient materials for the construction and repair of roads.
Ilan-Norilsk Company (part of the Urals Group of Companies) has been a resident of the Russian Arctic since November 24, 2022. To date, the resident's investment volume has amounted to about 225 million rubles. Thanks to this, the company has modernized and put into operation a production site with an asphalt concrete plant and crushing and screening complexes, where a wide range of road construction materials is produced. In 2024, the company repaired more than 352 thousand square meters of roadway on the most important highways of Norilsk and the Norilsk Industrial district. It is planned that the tax revenues of a resident of the Russian Arctic to budgets of different levels over 10 years will exceed 1.5 billion rubles.
Another resident of the Russian Arctic, Metal-Grad LLC, launched an asphalt concrete mix production plant, which became the second such enterprise in Norilsk. Due to the status of a resident of the Russian Arctic, the company received a land plot without bidding. The city has twice the capacity to produce materials for asphalting courtyards and streets. The work of the plant helps to reduce the cost of providing services and eliminate the cost of delivering materials for the construction of highways. The total investment of Metal-Grad LLC in the project amounted to 79.1 million rubles, 17 jobs were created as part of the project.

Companies that have submitted projects with investments of more than 1 million rubles can obtain the status of a resident of the Russian Arctic and benefit from federal, regional and local taxes, as well as administrative preferences. State support measures allow entrepreneurs to implement investment projects faster, make a profit and create new infrastructure for residents of Arctic cities.
