The Government has expanded the list of economic activities available to investors in the territories of advanced socio-economic development, the so-called TOP, created in single-industry towns.

The relevant resolution was developed by the Ministry of Economic Development of Russia in conjunction with the expert community, relevant departments and regions.


"Residents of the TOP have new opportunities to implement projects in the fields of agriculture, mining, manufacturing, textile industry, printing, chemical products, pharmaceuticals. Now more than 1,200 residents of 89 TOP in single-industry towns, where more than 91 thousand jobs have already been created, will be able to implement projects in any field of activity except for the production of excisable goods, logging, wholesale and retail trade, financial services, insurance, leasing, leasing, as well as the activities of land, water and air transport companies," - Dmitry Vakhrukov, Deputy Minister of Economic Development of Russia, noted.


According to the Deputy minister, previously there was a strictly defined list of permitted activities for each territory of advanced development.


According to the Ministry of Economic Development of Russia, at the end of July 2023, there were 50 special economic zones in the country. The actual volume of investments in the projects is almost 900 billion rubles. The amount of taxes paid by residents to budgets of all levels is 176 billion rubles. TOP work in single-industry towns and BUT. More than 262 billion rubles of investments have been made. The number of residents who implement projects in preferential territories (TOP and SEZ), excluding the Far East and the Arctic, is more than 2.2 thousand.
