An investment practice roadshow took place on the sidelines of the II Forum "Supporting Cities of Russia", which was held in the city of Minusinsk, Krasnoyarsk Territory. Representatives of Krasnoyarsk, Norilsk, Nizhny Novgorod region, Miass (Chelyabinsk region), Zavodoukovsk and Uvatsky district (Tyumen Region) presented their experience in investment development.
The discussion was moderated by Rafael Khusyainshin, Executive Director of the National Association of Investment and Development Agencies (NAAIR). In his opening remarks, he stressed the importance of sharing experiences to create a favorable investment climate in the country. The participants discussed the current challenges faced by city and regional authorities when working with investors, and considered specific solutions to increase the investment attractiveness of the territories.
For example, Irina Antipina, Municipal Investment Commissioner, Head of the Department of Economic Policy and Investment Development of the Krasnoyarsk City Administration, spoke about the experience of concession agreements. Thanks to this practice, the city's energy infrastructure is being reconstructed, in particular, the heating line section on Urvantseva Street has been upgraded in the amount of 11.7 million rubles. Also, under the concession agreement, a kindergarten for 270 places is being built on Svobodny Avenue at a cost of 531 million rubles. Inna Zakiryaeva, Municipal Investment Commissioner, Deputy Head of the city for Economics and Finance of the Norilsk City administration, shared the results of her work with the business community – thanks to government support measures, it was possible to open a medical center and launch a sorting line at a waste collection facility.
In his speech, Alexey Bobov, an expert on attracting and supporting investment projects, noted that over the past 4 years, thanks to the introduction of the municipal investment standard and the work of municipal investment commissioners, the number of elaborated investment proposals that can be offered to potential investors has significantly increased.
The discussion of effective investment attraction tools continued on the discussion platforms of the Support Cities of Russia forum. His agenda focused on the urgent tasks of municipal development, which are the foundations of Russia's spatial development.
