The first stage of the Chernogorsky GOK in the north of the region will be launched in 2026

The first stage of the Chernogorsky Mining and Processing Plant (GOK) in the Krasnoyarsk Territory is being prepared for launch in the second half of 2026. The design capacity will be 7 million tons of copper-nickel ore per year. The project is included in the Yeniseiskaya Sibir CIP and is being implemented by Chernogorskaya GRK (part of the Russian Platinum Group).
The project involves the development of one of the largest undeveloped platinum-palladium facilities, the Chernogorskoye deposit. From 2020 to 2026, the volume of investments will amount to 215.3 billion rubles. The project will create 1,600 new jobs.
Maxim Ermakov, Minister of Industry and Trade of the Krasnoyarsk Territory: "A quarry is being prepared at the site of the mining cluster, the construction of a processing plant and key infrastructure is being completed – a gas pipeline, a water supply system and a thermal power plant. This strategic project is of great importance for the development of the mineral resource complex not only in the region, but throughout the country, and a new powerful center for the extraction of critically important metals will be created."
The project is part of the industry program "Development of metallurgical production in the Krasnoyarsk Territory for 2026-2028" and is being implemented with state support. Agreements have been concluded with the Government of the Krasnoyarsk Territory and federal ministries that guarantee investors stable tax and legal conditions for a long period, as well as provide for measures to reimburse infrastructure costs.
Olga Korosteleva, General Director of the Yenisei Siberia Development Corporation: "The development of the Chernogorskoye field is the largest initiative of the Yenisei Siberia integrated investment project, from the implementation of which the region will receive significant economic benefits. In addition, the project promotes the development of small and medium-sized businesses by providing jobs for regional suppliers and contractors."
In the future, it is planned to launch the second stage – the development of the Norilsk-1 deposit, which will increase the total capacity of the complex to 14 million tons of ore per year. The total development period of the two stages of the project exceeds 50 years.
