The company received the status of a resident of the Arctic zone with the assistance of the Yenisei Siberia Development Corporation and the Norilsk Development Agency.
ILAN-Norilsk Company (part of the Urals Group of Companies) has launched a large multifunctional complex for the production of asphalt concrete mix and road materials. The volume of investments in the project amounted to about 225 million rubles.
"The status of a resident of the Russian Arctic allowed us to obtain plots for the construction of a plant and the placement of a technical base on a non–competitive basis," said Vladimir Budylin, General Director of ILAN-Norilsk LLC. – In general, the measures of state support of the Urals Group of Companies and the status of a resident of the Arctic zone of the Russian Federation have opened up wide prospects for us. This gave us a significant impetus to development and the opportunity to focus on updating equipment, repairing and purchasing vehicles, and increasing production capacity. Thanks to administrative and tax preferences, we can invest significant funds both in the technical development of the enterprise and in human capital."
These and other investments will allow ILAN-Norilsk LLC not only to expand and strengthen its activities in the Krasnoyarsk Territory, but also to provide income to the regional and local budgets. It is planned that the tax revenues of a resident of the Russian Arctic to budgets of different levels over 10 years will amount to more than 1.5 billion rubles.
The new asphalt concrete plant is designed to produce up to 200 thousand tons of products per year, which guarantees Norilsk and the Norilsk industrial district a sufficient amount of materials for road construction and repair, as well as an even higher level of service quality of the road network.
"The investment project of a resident of the Arctic zone of the Russian Federation is especially relevant in connection with the growing needs of the city in asphalt concrete during the implementation of the comprehensive plan for the socio-economic development of Norilsk until 2035. We help investors prepare a package of documents, and after obtaining the status of a resident of the Russian Arctic, we accompany them at all stages of project implementation and advise on all issues that arise, including assisting in organizing meetings and interacting with representatives of the city administration, regional and federal authorities," said Roman Kulyan, First Deputy Director of the Norilsk Development Agency.
It should be noted that currently 30 residents are implementing their projects in the Arctic zone of the Krasnoyarsk Territory, and the total investment amount is 37.3 billion rubles. The functions of the management company for working with residents of the Arctic zone in the Krasnoyarsk Territory are performed by the Yenisei Siberia Development Corporation.
