Industrial parks are being created in the main cities of the Krasnoyarsk Territory

In 2025, a network of 29 stronghold settlements was formed in the Krasnoyarsk Territory. On behalf of the Governor of the region, comprehensive socio–economic development plans have been approved for four main cities – Achinsk, Kansk, Lesosibirsk and Minusinsk. The Yenisei Siberia Development Corporation has developed investment profiles, a portfolio of investment proposals, and a register of investment sites for each city.
One of the key tasks for the development of support cities is the creation and development of industrial parks. Their goal is to provide businesses with ready–made sites with all the necessary infrastructure, where new production facilities can be launched quickly and at minimal cost.
In the spring of 2025, construction of the Achinsky private industrial park began, the management company of which is Zheldoralyans LLC. The project is being implemented in stages until 2028. The total investment will amount to 850 million rubles with the support of the federal budget, and more than 200 jobs will be created. The investment project is supported by the Yenisei Siberia Development Corporation. The Corporation's specialists provided assistance to the investor in cooperation with municipal authorities, conducted consultations on obtaining state support measures and accreditation of the industrial park from the Ministry of Industry and Trade of the Russian Federation.
It is expected that 15 residents will place their production facilities in the industrial park. The companies will specialize in metalworking and related fields. Currently, Magistral LLC, the anchor resident of the industrial park, which repairs wagons for the needs of Russian Railways, is already operating on the production facilities.
Dmitry Mymlikov, Director of Zheldoralyans LLC: "The idea of the industrial park is to create a ready-made base for various enterprises that will be able to implement their projects here. This is a site with a well-developed logistics and energy infrastructure. We invite engineering and metalworking companies to become residents of the Achinsky Industrial Park.
The creation of a private industrial park continues in Kansk. The initiator of the project was the Kansk Machine-building Plant Segment. The industrial park concept was developed by the Yenisei Siberia Development Corporation together with the initiator. The industrial park in Kansk occupies an area of 14 hectares, industrial buildings with a total area of 14.6 thousand m2 are located on the site, electricity, heat, water supply, and sanitation networks are connected.
In addition, the Yenisei Siberia Development Corporation has developed a concept for a 40-hectare private industrial park in Lesosibirsk. The initiator of its creation is the biochemical holding company Orghim, a leading Russian manufacturer of technological oil fillers for the tire and rubber industry.
The park's infrastructure is already ready for operation. All construction works have been completed on the territory: a production workshop with an area of 10 thousand m2, warehouses, laboratories, energy facilities and logistics infrastructure are available. 20 hectares of vacant land for construction are provided for new residents. The project is aimed at chemical and timber companies interested in locating high-value-added production facilities. Currently, three companies have announced their intention to implement projects in the industrial park. The Corporation continues to work on attracting residents.
There are plans to create an agro–industrial industrial park in another main city of the Krasnoyarsk Territory, Minusinsk. Large companies operating in the agro-industrial sector and planning to increase their production capacities are interested in the construction of such a site. For example, JSC "Moloko" intends to implement an investment project to create a milk powder production line.
New support measures for the creation of industrial parks are currently being prepared in the Krasnoyarsk Territory. On March 31, the Legislative Assembly of the region considered a draft law according to which land plots in state or municipal ownership will be leased to investors without bidding.
Chairman of the Committee on Economics and Tax Policy of the Legislative Assembly of the Krasnoyarsk Territory Egor Vasiliev: "We are opening doors to entire business sectors, and industrial parks were the first. To be recognized as a large—scale investment in such infrastructure in Krasnoyarsk, it should be more than 600 million rubles, in other territories of the region - more than 320 million rubles. The provision of land plots without bidding is the starting green light for such projects."
