The Regional Industrial Development Fund has allocated more than 3 billion rubles to support regional enterprises

Support measures

Over the past four years, the Expert Council of the Regional Industrial Development Fund has approved 45 projects totaling 3.3 billion rubles, including two under joint programs with the Federal Development Fund. The total budget of the implemented projects is 6.7 billion rubles.

The funds from preferential loans are used by enterprises to upgrade equipment, modernize production, expand production, launch new production facilities and introduce promising technologies.


The Fund provides preferential loans under six regional and four joint programs. Enterprises can receive from 5 to 200 million rubles for up to 7 years. The rate is from 3 to 6 percent per annum.


With the support of the Fund, projects are being implemented in 13 manufacturing industries. Among them are mechanical engineering, chemical industry, radio electronics, aviation and timber processing industries. The geography of the projects covers ten settlements of the region, including Kansk, Lesosibirsk, Minusinsk, Zheleznogorsk, Kodinsk.


Through preferential loans, projects are being implemented for the production of unmanned aircraft systems, block heating points, pumping units, household chemicals, satellite communication stations, elevator equipment, plasma cutting machines, front loaders, building metal structures, tanks and paint materials.


The enterprises participating in the projects received revenue of 8 billion rubles in 2022-2025. Tax revenues amounted to 888 million rubles.


According to the plans, by 2032, revenue will grow to 69 billion rubles, and tax revenues to 7.6 billion rubles. A total of 899 jobs will be created.


Larisa Starikova, Head of the Regional Industrial Development Fund, said: "The financing terms provide for a delay in repayment of the principal debt for up to two years. This gives enterprises the opportunity to direct resources to the launch and development of production facilities. We are already seeing results: enterprises are developing new products, introducing modern lines, and modernizing facilities. The Fund accompanies projects at all stages and constantly monitors their effectiveness."


Maxim Ermakov, Minister of Industry and Trade of the Krasnoyarsk Territory, stressed that thanks to the fund, enterprises receive preferential financing on terms not available in commercial banks.

Every ruble provided is returned in the form of increased production, jobs, and taxes. Our priority is to strengthen technological sovereignty, develop import–substituting industries and reduce dependence on foreign supplies. The funds are provided on a refundable and secured basis. After the return, the fund directs them to support new projects in the region."
