The XXIV General Meeting of the Union of Municipal Control and Accounting Authorities (MCSO) opened in Krasnoyarsk today. The operator of the event is the Yenisei Siberia Development Corporation.

This year's event is attended by more than 250 experts in the field of external financial control, as well as representatives of regional and municipal control and accounting authorities. The program includes a discussion of topical issues of municipal financial control development, presentation of best practices and identification of key areas for further work.


Mikhail Kotyukov, Governor of the Krasnoyarsk Territory, addressed the participants with a welcoming speech. The head of the region noted that the Krasnoyarsk Territory is hosting this large-scale event for the second time. The National Center "Russia" has become a platform that unites experts in the field of municipal financial control from all over the country in order to share experiences and strengthen partnerships between regions.


Mikhail Kotyukov, Governor of the Krasnoyarsk Territory: "It is symbolic that the 24th conference is being held in the 24th region of Russia at the national center, which was established by direct decision of the President. For two days, we will discuss how we can build the future in the current circumstances, achieve the implementation of national projects, and achieve the country's priority development goals. These are very difficult issues, so we need to join forces. And the control function should become an integral part of the management system. Every budget ruble should work for the welfare of an individual and entire families."


During the discussions, experts paid special attention to the issues of responsible management of public resources, increasing the transparency of budget processes and the introduction of digital tools that will ensure the prevention of unauthorized spending. Alexander Mordvintsev, Chairman of the ICSO Union, signed agreements on interaction and cooperation with the heads of the Union of Specialists in Promoting the Digitalization of Public Finance, as well as the BFT-Holding company.


Tomorrow, on June 26, the All-Russian conference on the topic "Digital control Service" will be held within the framework of the general meeting of the Union of the ICSO. Experts will discuss the role of control and accounting authorities in the transition to a new system of public authority (Federal Law No. 33-FZ); an analysis of compliance with legal requirements and the effectiveness of the exercise of powers in the administration of municipal budget revenues; an analysis of the implementation of concession agreements in the field of housing and communal services and transport.

The Union of Municipal Control and Accounting Authorities was established by the decision of the first All-Russian Conference, which was held on May 13, 2002 in the city of Svetlogorsk, Kaliningrad region. To date, the ICSO Union includes 567 municipal control and accounting authorities located throughout Russia.
