Investors in the Krasnoyarsk Territory will be able to obtain land for industrial parks without bidding. The relevant amendment to the regional law has already been adopted and is coming into force. The initiative was presented by Alexander Chernikov, Minister of Industry and Trade of the region, at a joint session of the Association of Industrial Parks of Russia and the Union of Industrialists and Entrepreneurs of the region.
The new mechanism sets out clear conditions for obtaining land without competitive procedures: the duration of infrastructure creation is no more than three years, the area of the site is more than 8 hectares, the location in a functional area that allows the placement of industrial facilities, and the amount of investments in design and construction is at least 200 million rubles.
Alexander Chernikov, Minister of Industry and Trade of the Krasnoyarsk Territory, said: "This is one of the areas of support for investors' initiatives to implement infrastructure projects, which removes the administrative barrier. We eliminate bidding, but we impose requirements on quality, timing and investment amounts so that the sites do not remain empty. Now businesses get a clear and fast access mechanism to land for real infrastructure projects."
During the presentation, the minister outlined three priority areas that are already under active development: an industrial park in Sosnovoborsk, an industrial quarter based on the former Yenisei chemical plant, and an industrial park at the site of the electric complex in Minusinsk. In these areas, a policy is being formed with the participation of anchor residents, issues of relocation of production facilities and the creation of new cooperative chains are being worked out.
Alexander Chernikov paid special attention to the need to update the current strategic planning documents and expand the geography of park construction outside the Krasnoyarsk agglomeration. Achinsk, Kansk, Lesosibirsk and Minusinsk are considered as priority territories for the placement of new sites. Mapping of production facilities in these cities is already underway in order to form targeted proposals for potential investors.
Alexander Chernikov, Minister of Industry and Trade of the Krasnoyarsk Territory, said: "It is important for us that the territories in the main cities and municipalities that will be selected for the implementation of infrastructure projects are linked to areas of industry that can be developed there. To do this, it is necessary to interact with entrepreneurs from the very beginning, understand their requests and build infrastructure for real projects. We are open to suggestions and are waiting for business feedback, including welcoming private initiatives to create industrial parks in the Krasnoyarsk Territory."
The session was attended by Denis Zhuravsky, Executive Director of the Association of Industrial Parks, Nikolai Pegin, General Director of Atom-TOR JSC, as well as heads of leading industrial park management companies from the Belgorod Region, St. Petersburg and Tatarstan. As a result of the discussion, a package of initiatives was formed, including subsidizing infrastructure and preferential financing through the Industrial Development Fund of the region. The participants agreed to develop a joint roadmap for the implementation of the proposed measures with the participation of the Ministry of Industry and Trade of the region, the Union of Industrialists and Entrepreneurs of the Krasnoyarsk Territory and the Association of Industrial Parks of Russia.
