The implementation of municipal integrated development projects (MCPS) was discussed at a meeting of the Government of the Krasnoyarsk Territory. This is an initiative mechanism developed in our region for the development of territories based on public-private partnership.

It involves infrastructural support for local investment initiatives. Most often, as part of ICPR projects, local businesses are ready to set up new production facilities or expand existing facilities by creating new jobs, but this requires infrastructural assistance from the state – the construction of an access road, the renovation of the water supply network, the creation of a kindergarten for the children of future employees, and so on.


Thus, the ICPR makes it possible to synchronize the investment development of settlements with the renewal of a specific territory. Every year, such projects are announced by the heads of municipalities and, together with investors, are defended by the regional government.


According to Tatyana Magdibur, Minister of Economy and Regional Development of the Krasnoyarsk Territory, 28 municipal integrated development projects have already been selected since 2020. Of these, 25 are in rural areas and 3 in small towns. Some of them have been successfully completed, some continue to be implemented. Within the framework of these MCPs, 50 investment projects totaling 25.6 billion rubles were implemented, mainly in the fields of agriculture, forestry, and food processing. In parallel, 73 social, communal, and road infrastructure facilities, as well as landscaping facilities, have already been built or repaired in 17 municipalities.


At the same time, the minister noted the key feature of the ICPR mechanism: "The event is relatively new, but during this time its main difference from other instruments of territorial development has been formed. If the existing sectoral program activities are aimed at maintaining the historically established settlement structure, then the ICPR is aimed at improving the living environment in places where productive forces develop. It allows you to create new points of territorial development," Tatiana Magdibur added.


During the discussion, they also touched upon the need to fine-tune the ICPR mechanism based on the results of the first years of its implementation. In particular, it was decided to transfer the measures for the construction of infrastructure from the state program "Support for the integrated development of territories and assistance to the development of local self–government" (formed according to the territorial principle) to the relevant sectoral state programs.


Thus, this year's activities to update water supply and water treatment networks (in the villages of Gorodok, Zaledeevo and the urban settlement of Nizhny Ingash) are now taken into account in the regional state program "Reforming and modernizing housing and communal services." And the construction of a modular leisure center building in the village of Veseloe has been transferred, respectively, to the state program "Cultural Development".


According to Alexey Medvedev, Chairman of the Government of the Krasnoyarsk Territory, such a decision will make it possible to link infrastructure development activities in the territories with sectoral strategies, the achievement of national goals and general budgetary logic.

This tool has proven its relevance, and its obvious result is an increase in investment and an improvement in the quality of life for people. And it is obvious that we will continue to use it for the further development of our settlements."
