A strategic session on the creation of industrial parks in the Krasnoyarsk Territory was held at the Support Cities of Russia Forum.
An industrial park as a system tool for the economic development of a territory was the topic of a strategic session at the Russian Support Cities Forum. During the event, the participants worked out ideas for creating industrial parks in the Krasnoyarsk Territory and discussed the formation of teams for the practical implementation of projects.
Irina Bagdasaryan, Director of the Russian Society Znanie in the Krasnoyarsk Territory, Deputy Director for Communications and Development of the SibFU Institute of Business Process Management, PhD in Economics, moderated the strategic session. The speakers of the expert block were Alexander Chernikov, Minister of Industry and Trade of the Krasnoyarsk Territory; Timofey Buneev, Head of the International Cooperation and Sustainable Development Department of the Association of Clusters, Technoparks and SEZs of Russia; Egor Vasiliev, Chairman of the Committee on Economics and Tax Policy of the Legislative Assembly of the Krasnoyarsk Territory, Candidate of Economics; Alexander Krasavtsev, Managing Partner of the POLIS Urban Development Institute.
During the session, the participants, as part of the territorial teams, worked out specific projects for the creation of industrial parks: they determined which territories are already ready for the construction of such facilities, where there are economic grounds for the creation of a park and which initiatives can be brought to the investment stage.
Alexander Chernikov noted that the Krasnoyarsk Territory has significant potential for the development of industrial territories. The main goal is to identify the municipal districts in which infrastructure projects will be implemented over the next year. These initiatives are planned to be included in the register of the Ministry of Economic Development of the Russian Federation as key development projects.
"Our task is to ensure that concrete work appears in these districts, not promises. Infrastructure facilities that will enhance industrial potential and increase production. So that the changes are visible to people and reflected in the economy of the districts," said Alexander Chernikov. "We are waiting for municipalities not just to make suggestions, but to have a meaningful understanding of their potential and a clear vision of what initiatives they can actually launch."
The strategic session became the preparatory stage of the program for the development of industrial parks in the Krasnoyarsk Territory. In the future, it will include educational modules, development of territorial projects, consulting and expert support. The teams will include the Graduate School of Management of St. Petersburg State University, the Association of Clusters, Technoparks and SEZs of Russia, consulting companies, financial and industry experts. Each team will work on a specific project. Participants will have to conduct a strategic analysis of the territory, determine the specialization of the industrial park and the range of potential residents, select and evaluate the site, work out the infrastructure, organizational, legal and financial models, regional and federal support measures. It is expected that next year the stages of implementation and strategies for the development of industrial parks will be presented, project teams and lists of potential residents will be formed.

This year, the Support Cities of Russia Forum is being held in Minusinsk for the third time. The event is supported by the Ministry of Economic Development of the Russian Federation and the Ministry of Construction and Housing of the Russian Federation. The operator of the event is the Yenisei Siberia Development Corporation. The forum is attended by more than 500 representatives of federal, regional, and municipal authorities, experts, and representatives of the scientific and business community.
