Growth points beyond megacities: the development trajectories of small Russian cities are presented in Minusinsk
Governor Mikhail Kotyukov and First Deputy Minister of Construction and Housing and Communal Services of the Russian Federation Alexander Lomakin launched the III Forum "Supporting Cities of Russia" in Minusinsk.
The event brought together more than 500 participants – experts, government and business representatives, and public opinion leaders.
Alexander Lomakin, First Deputy Minister of Construction and Housing of the Russian Federation: "Over the past few years, we have compiled a list of 2,160 support settlements. 75% of the Russian population lives in these small towns. More than 117,000 events have been organized in all localities, which will be financed from budgets of various levels in order to fulfill the state task of raising the standard of living of the population by 30 percent."
Maxim Reshetnikov, Minister of Economic Development of the Russian Federation, addressed the participants of the platform with a video greeting. He noted that today small towns are a pillar for Russia's development – the government is doing everything possible to unlock their potential.
Anchor cities are localities that receive government priority attention for accelerated infrastructure development and become growth points for the surrounding territories. The concept is fixed in the Spatial Development Strategy of the Russian Federation until 2030. There are 29 such cities and towns in the Krasnoyarsk Territory. On behalf of the Governor of the region, master plans were being created for four cities – Kansk, Lesosibirsk, Minusinsk and Achinsk. Now this work is being carried out in other settlements. The national project "Infrastructure for Life" defines the guidelines for the level of development of social, transport, housing and communal infrastructure, the state of ecology and the urban environment in the main settlements.
Mikhail Kotyukov, Governor of the Krasnoyarsk Territory: "Today, Minusinsk has once again become a point of attraction for Russian experts, government and business representatives, and public opinion leaders. Our goal is to make the main cities of the Krasnoyarsk Territory independent centers of economic activity and a comfortable life. I am confident that the open exchange of best practices during the forum will provide a solid foundation for making specific management decisions."
During the plenary session of the forum "Supporting cities of Russia – a place of growth", the speakers shared their experience in the development of such territories, presented specific mechanisms that would allow supporting cities to become points of attraction for people, businesses, and investments outside of large agglomerations.
In total, about ten thematic platforms were held at the forum. These include a youth design workshop, an educational program for investment commissioners, and locations for the development of tourist destinations in the south of the Krasnoyarsk Territory.
