Currently, public-private partnership (PPP) mechanisms are being actively implemented in the Krasnoyarsk Territory in the implementation of socially significant projects. Public-private partnership is a mechanism for attracting private investment in the creation of public infrastructure facilities, ensuring effective management of state and municipal property, as well as improving the quality of socially significant services provided to the population on its basis. The key objectives of the public-private partnership are to attract private investment in the production of goods and services, the development of public infrastructure and increasing the role of business in economic turnover.

— the opportunity to increase revenue for the project by providing additional paid services;
— allocation of project risks and responsibilities;
— the possibility of co-financing costs from the budget at all stages of the project implementation;

— the format of public-private partnership allows you to attract the resources and competencies of a private party;
— there is no additional debt burden on the budget (or occurs in a smaller volume);
— the ability to combine the implementation of several stages of the project at once (design, construction, operation, maintenance).
 
Expanding the participation of the Krasnoyarsk Territory in the implementation of projects using public-private partnership mechanisms is a priority for the development of the region. In 2022-2023, there is a significant increase in investor interest in the implementation of PPP projects in the region.
 
In order to expand the region's participation in such projects, build effective interaction with investors and launch them independently, work is underway to improve the regulatory framework on this issue. The Government of the Krasnoyarsk Territory approved the procedure for preparing decisions on the conclusion of concession agreements in respect of objects owned by the state of the Krasnoyarsk Territory (Resolution of the Government of the Krasnoyarsk Territory dated 07/29/2022 No. 669-p).
 
For the development of the institutional environment, the Ministry of Economy and Regional Development of the Krasnoyarsk Territory together with the ANO Yenisei Siberia Development Corporation Activities are regularly carried out to improve the competencies of employees of the executive authorities of the region. Thus, on 05/23/2023, a strategic session was held on the application and development of PPP mechanisms of the National PPP Center, which is a key competence center for infrastructure development and provides analytical support for the development of the PPP sector in Russia. To develop cooperation between the Krasnoyarsk Territory and the National PPP Center on the sidelines of the St. Petersburg International Economic Forum in 2023, an agreement was signed on the establishment and development of cooperation as part of an experiment on the introduction of new project management tools and client-centric principles in the preparation and implementation of investment projects using PPP mechanisms in the Krasnoyarsk Territory.
 
Also, in order to expand the region's participation in the implementation of PPP projects, the Yenisei Siberia Development Corporation, in cooperation with the sectoral executive authorities of the region, is preparing investment proposals for the implementation of PPP projects.
