Mikhail Kotyukov: "The Minusinsk Investment Forum 2023 has become the most representative in history"

The Minusinsk Investment Forum continues its work. At the plenary session of the forum, experts discussed the integrated development of small towns.

Maxim Reshetnikov, Minister of Economic Development of the Russian Federation, addressed the participants with a welcoming speech:


"Increasing investments today is the main driver of the economy's development. The President and the Government of the country pay special attention to this. At the federal level, we are implementing a whole set of measures to stimulate private investment. I have personally seen that an effective system of working with businesses has been built in the Krasnoyarsk Territory. In terms of investments in fixed assets, the region is among the top five in the country, while the investment potential is far from exhausted. Rich natural resources, advanced science, logistical opportunities, and the growth of the tourist flow are vivid proof of this. But the main thing is people. Smart, responsible and talented people live and work in the Krasnoyarsk Territory. And the forum is dedicated specifically to them and their work for the benefit of their native land. I wish the organizers and participants of the forum productive work and new successful projects. And, taking this opportunity, I congratulate Minusinsk on its 200th anniversary. Just go ahead!"


Mikhail Kotyukov, the head of the Krasnoyarsk Territory, stressed in his welcoming speech that this year the Minusinsk Investment Forum became the most representative in its history and brought together more than 400 participants.


"I welcome the delegations of Belarus, Kyrgyzstan, Mongolia, as well as neighboring regions of our country. This year we are holding a site on the eve of the bicentennial of the formation of Minusinsk. The new century of the city should begin with big and serious starts, strategic projects and clear development plans. Today we are discussing, as they say, small towns. However, I believe that in such a dialogue, it is not the size of the city that is important, but its content. Therefore, I propose to base our agenda today on the concept not of small towns, but of anchor cities. Because they create the spatial, ideological, and socio-cultural framework for the development of any territory. They need to ensure the concentration of intellectual and technical potential. This cannot be done without high-quality infrastructure and social services. I invite everyone to an open discussion. All the ideas that will be constructively formulated today will definitely become the basis of our action program," Mikhail Kotyukov noted.


The speakers at the plenary session were representatives of government authorities, development institutes and educational organizations, including Director of the Federal Financial Monitoring Service Yuri Chikhanchin; Deputy Director General of the Center for Strategic Research Marat Fattakhov; First Deputy Chairman of the Ivyevsky District Executive Committee of the Republic of Belarus Svetlana Filimon; Director of the Institute of Economics, Public Administration and Finance of the Siberian Federal University Evgenia Bukharova; Chairman of the Youth Government of the Krasnoyarsk Territory Evgeny Gavrilov; Vice President of RUSAL Management JSC Elena Bezdenezhnykh; Chief Managing Partner for Urban Development of VEB.Irina Makieva of the Russian Federation; Anton Finogenov, Director of Urban Environment Development at DOM.RF JSC, as well as Ruslan Shagaleev, Mayor of Innopolis.


So, in his speech Ruslan Shagaleev noted that an individual comprehensive development plan should be developed for each city. He shared his experience in the development of Innopolis, which was created primarily as a city for IT specialists.


Also during the plenary session, experts discussed the relevance and importance of the development of small towns and historical settlements; the main socio-economic problems, ways of support, mechanisms for the development of small towns in the region and their investment attractiveness.
