The results of the investment forum "Investments in small towns of Russia" were summed up in Minusinsk. At the final meeting, the participants discussed the proposals that were formed during the work of the groups in the format of brainstorming sessions.
Expert sessions in the format of brainstorming sessions, united by the common theme "Minusinsk 2.0. Advanced Development Program", were held in five main areas defining the contours of a possible future for the south of the region: "Investments", "Agro-industrial complex" ("Agro-industrial complex"), "SME support", "Tourism" and "Personnel". Each group has formed a list of proposals that will be included in the resolution of the forum.
"This is the first time we have held an investment forum in Minusinsk on such a scale, and it is a very interesting experience. It was important for us not only to discuss the problems and their solutions at the expert level, but also to talk as much as possible in the format of brainstorming sessions about how to further develop Minusinsk as the southern capital of the Krasnoyarsk Territory. It should be noted that this format has worked, we have formed a very large bank of ideas and specific proposals from both business and experts. Now we are faced with the task of preparing a plan for the advanced development of Minusinsk: this will become the legacy of the anniversary of the city and open up the prospect for its further development," said Sergey Ladyzhenko, General Director of the Yenisei Siberia Development Corporation.
Anna Garnets, Acting Minister of Economy and Regional Development of the Krasnoyarsk Territory, took part in the work of the Investment group. As a result of the work, it was proposed to finalize the state program "Integrated territorial development of the Krasnoyarsk Territory".
"This program should include six large departmental projects, each of which will contain a development plan for a specific macro-district. This process should be accompanied by the fact that we will fix certain obligations of municipal and regional authorities in the draft program and form a certain reserve of financial resources, that is, the budget for the development of macro-districts. This will be an understandable tool for municipalities," said Anna Garnets.
In the agro-industrial complex group, the main focus was on the agro-industrial sector in the south of the region. Agriculture is a traditional branch of the economy of the southern regions, which is facilitated by the mild climate of the Minusinsk basin. The agrarian leaders here are Shushensky, Kuraginsky, Minusinsky and Krasnoturansky districts. In total, the total volume of agricultural production in the southern macroregion of the Krasnoyarsk Territory is estimated at 23.4 billion rubles in 2022, having increased 1.7 times since 2018.
The participants of other groups also formed proposals in their areas. For example, in order to develop tourism in the Southern macro-district of the region, it was proposed to pay more attention to event recreation and develop programs for schoolchildren that will help young residents of the region get acquainted with the history of their native land.
Another outcome of the forum was the signing of agreements significant for the macroregion. In total, 5 agreements were signed for investments of about 3 billion rubles.
Concluding the event, Sergey Vereshchagin, Acting Chairman of the Government of the Krasnoyarsk Territory, proposed to hold an All-Russian forum of Small and Supporting Cities on the basis of Minusinsk.
"For this, we need a success story: This is something that is discussed on the forum, and later brought to life. It is important that at today's forum, the red line through all the events was the idea that the main thing is a person: a resident, an investor, a tourist, a student and so on. This should become a preamble for all subsequent similar forums," Sergei Vereshchagin stressed.
Recall that this year the theme of the Minusinsk Investment Forum was devoted to the development of the territorial economy and investment potential of the southern macroregion, the interaction of government and business, as well as the role of youth in the development of the city and the region. The forum brought together more than 400 participants.
