A strategic session was held in Krasnoyarsk today in order to promote the development of the economic and investment potential of the region, at which issues of the application and development of public-private partnership mechanisms were discussed.
The session was initiated by the National PPP Center and the Yenisei Siberia Development Corporation.
"The development of public-private partnership is currently actively supported at the federal level, and very much attention is paid to PPP projects," Anna Garnets, Acting Minister of Economy and Regional Development of the Krasnoyarsk Territory, noted in her welcoming speech. "The task of this strategic session is to immerse participants in the main directions of public–private partnership development, to introduce with the features of this mechanism, tell about its advantages and risks, which also need to be realized in order to eliminate them as quickly as possible. Training and development of competencies in this area is one of our priorities and will take place systematically. It is important that everyone involved in the development of this area understands the advantages of this mechanism and can use them as widely as possible in their work."
Maxim Tkachenko, Senior Managing Director of the National PPP Center, noted that PPP is like an extreme sport that requires its own training.
"Today it is important for us to understand what problems the Krasnoyarsk Territory has, what points of growth, what role is assigned to public-private partnership, and then we are ready to implement advanced digital solutions for the preparation and launch of projects and work out specific initiatives together with the authorities of the Krasnoyarsk Territory."
During the strategic session, representatives of the National PPP Center presented the current state of the PPP market in the Krasnoyarsk Territory, as well as considered possible models of PPP projects and their applicability to various sectors of the economy. In particular, cases in the social sphere were presented – healthcare, education, social protection, successful solutions for the creation of an infrastructure for the treatment of MSW were presented. Also, together with the participants of the session, the experts discussed the specifics of using PPP mechanisms for the development of urban infrastructure — public spaces, sports facilities, cultural heritage sites, social and cultural and leisure facilities. A separate topic was the use of offset contracts.
According to Maxim Tkachenko, for the effective preparation and implementation of PPP projects, it is important to implement common standards and processes, and to transfer work to a digital format.
"Within the framework of the Rosinfra platform, we have created a project office where regions and other market participants can prepare projects and further manage them. The main advantages of the project office are a single environment, common tools for work, proven solutions and schemes. This makes it possible to significantly reduce the time needed to develop initiatives and improve their quality. We suggest that the Krasnoyarsk Territory try to implement this solution into its business processes," Maxim Tkachenko added.
Recall that the National PPP Center is a key competence center for infrastructure development and provides analytical support for the development of the PPP sector in Russia. In addition, the National PPP Center is recognized by the World Bank as the official institute for PPP development in Russia. The Center conducts research and prepares analytical materials on the specifics of the use of PPP mechanisms in Russia and abroad.
